Jeff Babaie — Chairman & Chief Executive Officer
Jeff has spent the last 40+ years in Telecommunications. Starting in the US Air Force during the Vietnam War and working his way up the corporate ladder in Verizon as Senior Level Program Manager. After retiring from Verizon, Jeff went to work at Wireless Facilities Inc and spent 5 years as Director of Program Management for the East Coast.
In 2004, Jeff formed JAB Consulting LLC. In April 2005 he was awarded his first contract. His first assignment was to perform a Telecom study of the Middle East and North African market for a US based client with a base in Dubai, UAE. At the conclusion of this contract in December 2005, Jeff incorporated his US Company and changed the name to Global Telecom Equipment & Consultants (GTEC Inc). He is now spearheading the company’s efforts internationally.

Karen Babaie — President
Karen has performed a wide variety of tasks during her career. She has worked in telecommunications companies such as Contel, GTEC, MCI, and OSP Consultants.
As President of GTEC, Karen works closely with finance team to ensure Corporate Fiscal Responsibility. In today’s business world this function is vital and Karen’s long history of accounts payable, accounts receivable, and payroll management will ensure GTEC follows and abides by all laws governing Corporate Fiscal Responsibility.
Karen’s other responsibility is overseeing the operations of the North America team. Karen works closely with the team to establish leads, pursue the leads, and close the leads. Her experience with office management, combined with her organizational and communications skills will ensure GTEC North America is successful.
Aaron Babaie — Chief Operating Officer
Aaron spent his first 4 years in Telecom with Wireless Facilities Inc. Starting as a Construction Manager in charge of on-site management for New and Overlay Cellular Site Construction he moved up the ranks very quickly with responsibilities including A&E Manager, Assistant PM, Project Manager, and Assistant Program Manager.
In 2005, Aaron joined JAB as an Independent Contractor and came to Dubai as part of the ME & N. Africa study. In July 2006, Aaron returned back to Berryville, VA, GTEC’s headquarters, to initialize the company’s US business plan.

Heath E. Scott - Vice President of Operations
Heath E. Scott has over 12 years of combined Law enforcement and Physical security experience in risk and vulnerability assessments, with extensive knowledge of design in physical and electronic security systems, to include operations and maintenance. His experience includes managing resources, technology, technical forecasting, and budget ranging from 3 to 8 million dollars annually. Heath’s all encompassing history of responsibilities will assist in dynamic of the ever changing landscape of security design around the world. The experience has come from work with Fortune 100 companies such as Capital One as well as the Federal Government where Mr. Scott has worked hand in hand with such agencies as DHS, Department of State, NCIS, and FDIC. This work includes securing chemical, power, and water treatment facilities.
Mr. Scott is a graduate of Arizona Law Enforcement Training Academy and holds 2 separate board certification from the American Society of Industrial Security International; the Certified Protection Professional (CPP) designation is the security profession's highest recognition of practitioners, as well as the Physical Security Professional (PSP) designation.
Mr. Scott also holds a Bachelors of Science in the field of Criminal Justice and is currently completing his graduate studies in the same field at Boston University.
David J Lacki — Chief Contracting Officer
David J Lacki has worked with several Fortune 100 firms and most recently was responsible for advising senior management of a $500 million publicly traded company with world-wide operations. Over the last ten years Mr. Lacki has worked in both private practice and as in-house counsel for Nextel Communications, Inc. (NASDAQ: NXTL) and Wireless Facilities, Inc. (NASDAQ: WFII)
He has extensive experience in the high-tech sector, including the telecom and software industries and has worked on projects in the U.S. and abroad in Europe, Latin America and Asia. Mr. Lacki’s successes for his corporate clients include negotiation of a $70 million multi-year network development project with a major domestic wireless carrier; development of a software licensing model for a client’s advanced technology services group, allowing them to develop, analyze and integrate third party software planning tools; generation of an additional $33 million in annual sales through implementation of an internal contracting procedure aligning sales staff and supply chain management teams, satisfying both financial reporting requirements and the use of automated purchasing programs; reduction in a carrier’s network capital and operational expenditures allowing for the continued expansion into the top 20 national markets by assisting with the sale/lease back of certain network assets to a third party.
Recently, Mr. Lacki has taken his expertise and created Lacki & Company, a new kind of legal services firm providing broad-based support for small and emerging businesses located in the Mid-Atlantic Region. The idea behind the firm is to offer high end legal services that are regularly used by larger companies, whether through the use of in-house counsel or traditional law firms, to small business owners.
Professionally, he has been a speaker on several homeland security issues, including the program “Critical Infrastructure Information Act of 2002: The Essential Asset for Homeland Security,” hosted by the Association for Enterprise Integration. And personally, he has used his skills in his involvement with the local community by participating in the District of Columbia’s “Neighborhood Watch Program,” one of the area’s most successful in coordinating civilian and police action, and providing pro bono counsel services for mandatory court-ordered mediation sessions for the DC Superior Court, which is part of the nationally recognized “Multi-Door Dispute Resolution Program.
Walter C. McGraw — Director of Financial Administration
Walt has over twenty years (20 +) of experience in financial administration and management working with both domestic and international businesses. Following his experience installing various financial and accounting systems throughout the United States, Walt became a consultant with General Motors and spent two three years assignments in Australia managing the automation of General Motors/Holden Dealership’s. In this capacity, Walt managed a staff of thirty programmers, accountants and customer support staff in implementing the accounting, new vehicle ordering, parts and service operations of the Australian General Motors/Holder Dealerships.
Upon returning to the United States, he became Director of Franchise Services for General Business Services, Inc. and began a program of advising, consulting and supporting GBS’s Franchisors and their thousands of clients within the US on automating there various businesses. Much of this support involved recognizing the unique aspects of a particular business and then recommending the appropriate financial accounting system tools and reports to successfully help that organization succeed.
Four the last ten years, Walt “hand-on consulting practice”, includes many different types of businesses and government contractors. He has been with JAB and GTEC from the beginning and is working hand in hand with Jeff in his efforts to rebuild Iraq’s and other countries telecom infrastructure.
Raghukumar. E.— Senior Web Designer
Raghukumar brings the best out of his creativity in designing, be it web pages or any form of design using multimedia tools. He has 12 years of experience in graphics and UI ambience. Ideas painted and carved out by virtual tools take a fine technically approved shape with his innovation.
His job profile includes Structuring full templates and developing schemes for corporate sites, Designing Banners for the Exhibition Displays right from the concept upto the printing stage, Creating vector maps for the telecommunication network, Creating company Flyers and Brochures.
